Draft Electoral Roll for Gujarat published; 73.73 lakh names removed, total voters now 4.34 crore

Gandhinagar: Following the completion of the Special Intensive Revision (SIR) of the electoral roll based on the qualifying date of January 1, 2026, the draft electoral roll was published today, registering 4.34 crore voters across Gujarat.

The SIR campaign, conducted as per the directions of the Election Commission of India, was carried out across the state from October 27, 2025, and continued for nearly one and a half months. During the exercise, enumeration forms were received and fully digitised for 4,34,70,109 voters out of a total of 5,08,43,436 registered voters.

As a result of the revision, the names of 73,73,327 voters were removed from the draft electoral roll. These included:

  • 18,07,278 deceased voters

  • 9,69,662 absent voters

  • 40,25,553 voters who had permanently migrated

  • 3,81,470 voters registered at multiple locations

  • 1,89,364 others

Election officials stated that despite extensive publicity and continuous door-to-door verification, these voters or their enumeration forms could not be traced or submitted within the stipulated timeframe.

Coordinated Efforts

Chief Electoral Officer Harit Shukla said the SIR was completed within the prescribed timeline due to the coordinated efforts of 33 District Election Officers, 182 Electoral Registration Officers, 855 Assistant Electoral Registration Officers, 50,963 Booth Level Officers (BLOs), 54,443 Booth Level Agents (BLAs), and 30,833 volunteers. Municipal officials in urban areas were also involved, while commissioners of all municipal corporations were appointed as Additional District Election Officers to support the exercise.

BLOs conducted continuous door-to-door surveys to identify deceased voters, permanently migrated voters, and voters registered at more than one place. Additionally, discrepancies related to 10.69 lakh voters listed under the ASD (Absent, Shifted and Dead) category were verified during the campaign.

Draft Roll Availability

The draft electoral roll has been published at all polling stations and designated locations, and is also available on the Chief Electoral Officer’s website at http://ceo.gujarat.gov.in. Two copies of the draft roll—one printed copy with photographs and one soft copy without photographs—have been provided to representatives of all recognised political parties in each district, along with a list of voters whose enumeration forms were not received.
