Final DPR Approved for 1142 Acre PM MITRA Park in Navsari

Navsari: The final Detailed Project Report (DPR) for the greenfield PM MITRA Park in Navsari has been approved, clearing the way for development on a 1,142-acre site in Vansi Borsi village. With this approval, the master developer tender for the park will be reissued for the second time.

Despite Prime Minister Narendra Modi laying the foundation stone in 2023, the project had stalled due to disputes involving the ruling administration and private stakeholders. To resolve the issues, the Ministry of Textiles (MoT), in collaboration with the National Industrial Corridor Development Corporation (NICDC), held a stakeholder consultation in New Delhi on 17 December 2025 to engage potential developers for the PM MITRA mega integrated textile region and apparel park.

During the meeting, MoT’s Additional Secretary, Rohit Kansal, announced that the DPRs for three greenfield textile parks in Uttar Pradesh, Karnataka, and Gujarat, totalling ₹5,567 crore, have been finalised. The DPR for the Navsari PM MITRA Park has also been approved.

Under the PM MITRA scheme, projects will receive up to 30% of the development cost as capital assistance, along with competitive incentives of up to ₹300 crore per park. The initiative aims to attract nearly ₹70,000 crore in investment and generate around 2 million direct and indirect jobs.

The PM MITRA parks will integrate spinning, weaving, processing, and garmenting at a single location, covering the entire textile value chain under the “Farm to Fiber to Factory to Fashion to Foreign” (5F) vision. This integration is expected to reduce logistics costs and enhance global competitiveness. The meeting was attended by Rajat Kumar Saini, Managing Director and CEO of DMICDC (Delhi–Mumbai Industrial Corridor Development Corporation).

PM MITRA Parks under DBFOT (PPP – Greenfield)

The consultation meeting specifically focused on engaging prospective master developers for three greenfield parks proposed under the PPP/DBFOT model:

  • Lucknow, Uttar Pradesh (1,000 acres): Strong multi-modal access, including proximity to major transport nodes.

  • Kalaburagi, Karnataka (1,000 acres): Site located close to NH50 with connectivity to major regional hubs.

  • Navsari, Gujarat (1,142 acres): Strategic connectivity to ports and logistics; road, rail, and airport access.
