Luxurious Bungalow Demolished in Ahmedabad’s Paldi for Disturbed Areas Act Violation

Ahmedabad: Authorities have carried out the demolition of a luxury bungalow in the Paldi area of Ahmedabad following a controversy involving the violation of the Disturbed Areas Act (locally known as Ashant Dhara).
The demolition took place at the Nutan Sarvodaya Society, where a team from the Amdavad Municipal Corporation (AMC)’s estate department arrived with police protection to dismantle the structure. The action follows a period of dispute regarding the legality of the property transfer in the area where Ashant Dharo is effective.
The matter gained significant attention after Ellisbridge MLA Amit P Shah raised a formal objection. Shah reportedly wrote a letter to Chief Minister Bhupendra Patel, complaining that the luxury property had been purchased by members of a minority community, which he cited as a breach of the Disturbed Areas Act.
In his representation, the MLA expressed concerns about the demographic shifts in the area, stating his desire to prevent the area from becoming like Jamalpur or Juhapura. He further noted that several properties and constructions between the Gujarat Pradesh Congress Committee (GPCC) office and Kochrab Ashram are currently under scrutiny for similar reasons.

Failure to Comply with Notices According to the sources, the AMC estate department had previously issued a legal notice regarding the property. The demolition was initiated because the property owners failed to follow the instructions provided in that notice.
Visuals from the site showed the luxury bungalow being brought down as part of the strict enforcement of the Act, which regulates the transfer of immovable property in areas designated as “disturbed” to maintain communal harmony and prevent demography.
The West Deputy Collector of Ahmedabad city had declared the sale of nine bungalows in Nutan Sarvodaya Society in the Paldi area illegal last year for violation of the Disturbed Areas Act. A hearing and subsequent investigation were conducted by the Mamlatdar, after which the transfer was officially declared illegal. According to the order, the properties were be returned to the original owners within six months, and the buyers are required to refund the compensation paid.
According to the MLA, the nine bungalows in Paldi’s Nutan Sarvodaya Society were purchased by Mustufamiya Husainmiya Sheikh(major name in Gujarat’s Gutkha business known as Mustufa Manekchand), prompting concerns about violations of the Disturbed Areas Act. After reviewing the case and hearing both parties, the Collector declared the transfer void and directed that the properties be restored to the original owners, accompanied by a full refund of the compensation amount. Locals who sold their houses to Sheikh in violation of Ashant Dharo will need to pay the transacted ammount back to Sheikh on account of property sell.
