Delhi-Mumbai Expressway: NHAI invites fresh bids for pending work on Package 8 of Vadodara-Virar section

New Delhi: The National Highways Authority of India (NHAI) has issued fresh tenders for the pending construction work on a key stretch of the Vadodara–Mumbai Expressway in Gujarat.
Bids have been invited for the remaining work under Package 8 of the eight-lane access-controlled expressway between Jujuwa and Gandeva (km 154.6 to km 190.0). The estimated project cost is ₹1,475.68 crore (excluding GST). The work will be executed under the Engineering, Procurement and Construction (EPC) mode.
The decision follows an important order passed by the Delhi High Court on January 13, during the hearing of a dispute between NHAI and the earlier contractor, Roadway Solutions India Infra Limited (RSIIL), over delays in execution. While the contractor cited incomplete land acquisition as the reason for the slowdown, the court observed that most of the required land was already available and that RSIIL failed to meet stipulated milestones. The High Court stressed that delays in major infrastructure projects cause national loss and inconvenience to citizens, and allowed NHAI to appoint a new contractor to complete the work.
Under the new tender, the contractor will be required to complete the project within 1.5 years, followed by a 10-year maintenance responsibility. The last date for submission of bids is March 9, 2026 (11:00 AM), and technical bids will be opened on March 10, 2026.
It is noteworthy that Package 8 is part of three 87-km-long packages that have seen negligible progress on the over 1,380-km-long expressway connecting the national capital Delhi with the financial capital Mumbai. While several stretches of the expressway are already operational, Package 8 (Jujuwa–Gandeva), Package 9 (Karvad–Jujuwa), and Package 10 (Talsari–Karvad)—all awarded to Pune-based RSIIL—have witnessed little to no work for years.
Meanwhile, NHAI may soon issue a cure period notice for the other two packages (9 and 10) being executed by RSIIL. A cure period notice is issued to a contractor to rectify breaches within 60 days before the authority initiates termination proceedings. DeshGujarat

Gov’t has now to expedite the work much much faster as the delays have got more difficult to commute as traffic is growing very very high on old highway.
Package 8, 9 and 10 are biggest pain points. As industrial patch between Navsari to Palghar , originate huge traffic.
Nitin gadkari awarded contract to many Maharashtra based company which is the cause of worst national highways condition in vapi to vadodra section of national highways… He is the worst and most biased person towards Gujarat…. He makes concrete road in Maharashtra section of the same Highway while on Gujarat section of NH 48 is on worst condition…all state highways are in Gujarat are in gold conditions which are prepared by state government.
