Summary of ₹4.08 lakh crore Gujarat Budget for FY 2026-27

Gandhinagar: The Government of Gujarat today presented the Budget for the financial year 2026–27 with a total outlay of ₹4,08,053 crore, marking an absolute increase of ₹37,803 crore over the previous year. The budget emphasises inclusive growth, sustainable development, and empowerment of GYAN—Garib (deprived), Yuva (youth), Annadata (farmers), and Nari (women).

Strong Fiscal Position and Growth Push

The state has projected a revenue surplus of ₹25,587 crore for FY 2026–27, continuing its record of maintaining a revenue surplus for over a decade.

The fiscal deficit is estimated at 1.97% of GSDP, well within the FRBM target of 3%, while public debt remains at 14.7% of GSDP, significantly below the permissible limit of 27.1%.

Capital expenditure has been increased by 17.5% (₹23,469 crore), reflecting the government’s focus on infrastructure-led economic expansion. Overall, the total budget allocation represents a 10.2% rise compared to 2025–26.

Regional Economic Plans

A total of six regions in the state have been identified to be developed as growth hubs. These include North Gujarat, Central Gujarat, Saurashtra, Coastal Saurashtra, Kutch and Surat. Economic Master Plans (EMP) for each of these regions have been prepared.

To develop these regions and ensure balanced growth, 80 projects worth over ₹6,600 crore are being planned in this year’s budget, which will enhance industry, tourism, road networks, and other infrastructural facilities across the regions.

Tourism

A provision of ₹6,737 crore for the holistic development of tourism and pilgrimage destinations, allied infrastructure, and civil aviation.

The year 2026 has been declared as ‘Gujarat Tourism Year’ to enhance Gujarat’s domestic and global appeal among tourists.

Somnath, a symbol of India’s pride and resilience, marks 1,000 years since the first invasion. To honour this, the year-long “Somnath Swabhiman Parv” will be celebrated. Further, Somnath is being developed as a ‘Global Destination’ under the ‘One State: One Global Destination’ initiative.

Development of key heritage and cultural tourist destinations across the state, including the Statue of Unity, Somnath, Ambaji, and Dholavira.

Launch of the “Wed in Gujarat” campaign and conclave to position Gujarat as a premier wedding destination.

Training will be provided to 1,000 tourist guides in the state to enhance the tourist experience.

Human Development: Health, Education & Skilling

More than 2.7 crore people have been enrolled under the “Pradhan Mantri Jan Arogya Yojana” (PM-JAY), with over 68 lakh beneficiaries having availed cashless treatment to date. To further strengthen this initiative, a provision of ₹3,202 crore has been made.

A provision of ₹500 crore for construction of multi-specialty hospitals with specialised treatment for cancer, cardiac-neuro care, and uro-nephro care in Surat and Ahmedabad.

A provision of ₹502 crore under the SRESTHA-Gujarat Project for strengthening health facilities and controlling non-infectious diseases and other public health problems.

A provision of ₹360 crore to strengthen Anganwadis across the state and construct 2,000 new Anganwadis to improve nutrition for women and children.

A provision of ₹5,967 crore to empower youth through scholarships for more than 96 lakh students.

Increase in monthly assistance for SC, ST, and SEBC students studying in Aadarsh Nivasi Schools and grant-in-aid schools.

A total of 926 new PM SHRI Schools will be opened across the state with modern facilities.

A provision of ₹1,250 crore under the “Namo Lakshmi Yojana” to provide financial assistance to girls studying in Classes 9–12.

Allocation of ₹250 crore under the “Namo Saraswati Vignan Sadhana Yojana” to support students pursuing science in Classes 11–12.

A provision of ₹100 crore to set up the Namo Central Library in Gandhinagar with modern digital facilities.

Establishment of 15 new Bhagwan Birsa Munda Libraries in tribal areas.

A provision of ₹226 crore for strengthening the “Namo Gujarat Kaushalya and Rojgar Mission” and expanding the “Mukhya Mantri Apprenticeship Yojana” to the services sector.

Skill development for girls in ITIs under the “Namo Kaushalya Lakshmi Yojana”.

Agriculture, Fisheries & Rural Development

A provision of ₹1,565 crore for agricultural mechanisation.

Boost to natural farming with a provision of over ₹392 crore.

A provision of ₹1,340 crore to boost the fisheries sector and expand exports.

A provision of ₹500 crore for Gau Mata Poshan Yojana.

Six Centres of Excellence to be established across agriculture domains.

A provision of ₹5,600 crore under the “Mukhya Mantri Gram Sadak Yojana” for rural roads and bridges.

₹1,500 crore allocation for the “VB-GRAM-G” initiative to provide 125 days of employment per rural household.

Industry, Technology & Innovation

A provision of ₹2,755 crore for textile industry development under the Gujarat Textile Policy.

Transformation of 25 GIDCs into Smart GIDCs and upgradation of 120 Mini GIDCs.

₹1,775 crore under the Atmanirbhar Gujarat Scheme for MSMEs.

Establishment of the Gujarat State Export Promotion Council (GEPC).
