Gujarat govt inks MoU with L&T Vyoma for Hyperscale AI Data Centre at Dholera

New Delhi: Under the Investment Promotion initiative at the India AI Impact Summit 2026, the Department of Science and Technology (DST), Government of Gujarat, and L&T Vyoma (Larsen & Toubro Vyoma) on Thursday signed a Memorandum of Understanding (MoU) to explore collaboration for setting up a 250 MW hyperscale, green AI-ready data centre campus at Dholera Special Investment Region (SIR), Gujarat.
The project is proposed to be implemented in phases, with an estimated investment of ₹25,000 crore. The commencement of development has been proposed for 2028.
According to an official statement, the MoU reflects the shared vision of the Government of Gujarat and L&T Vyoma to position the state as a leading destination for AI infrastructure, cloud computing, advanced analytics, and sustainable digital ecosystems, in alignment with the Gujarat IT/ITeS Policy (2022–27).
The proposed campus is expected to catalyse high-impact investments, strengthen innovation-led growth, and generate significant employment opportunities during construction, commissioning, and long-term operations. It is also likely to create indirect employment through allied ecosystem development.
As per the MoU, L&T Vyoma will undertake detailed feasibility assessments covering land suitability, infrastructure readiness, availability zones, and sustainability parameters. Based on these assessments, the final deployment architecture and phased rollout plan will be finalised. The Government of Gujarat, through its relevant departments, will facilitate the project by providing an enabling policy and regulatory framework.
The MoU represents a statement of mutual intent. Further cooperation will be subject to detailed evaluations, mutually agreed definitive agreements, and requisite statutory and regulatory approvals.
The proposed investment is expected to accelerate Gujarat’s leadership in next-generation digital infrastructure by enhancing hyperscale AI data centre readiness. It aims to strengthen the state’s capacity to attract global cloud and AI players, support emerging workloads such as AI training and advanced analytics, and build a resilient ecosystem that fosters innovation, high-value employment, and long-term sustainable economic growth.
