AMC Approves New GIS Mapping System for Ahmedabad; 25 Lakh Properties to Get Digital IDs

Ahmedabad: The Amdavad Municipal Corporation (AMC) is set to implement a new state-of-the-art Geographic Information System (GIS)-based Management Information System (MIS) for the entire city to support better urban planning, infrastructure development and citizen-oriented services.

The civic body had earlier undertaken GIS-based mapping of Ahmedabad in 2014. However, the city has expanded significantly since then, with an increase in population, new areas being included within its limits and major expansion of water, sewerage, underground utility networks and roads. The AMC has therefore identified the need for more accurate and updated geospatial data.

Under the new project, information related to city properties, roads, land use, water supply, sewerage and other civic infrastructure will be brought together in a single integrated geospatial database.

As part of the project, the entire 625 sq km area of Ahmedabad will undergo a high-precision aerial LiDAR and photography survey to prepare an elevation model and orthophoto. A network of 240 ground control points, including 40 primary and 200 secondary points, will also be established through a DGPS survey.

Based on the survey, 30-cm Digital Terrain Models (DTM) and Digital Surface Models (DSM) will be prepared. A 1:500-scale 2D and 3D base map of the entire city, along with a similar-scale land-use and land-cover (LULC) map, will also be developed.

The project will further generate true orthophotos and ortho-mosaic imagery with 5-cm accuracy.

Around 5,200 km of roads will be surveyed using Mobile LiDAR and 360-degree Street View imaging, enabling detailed digital mapping of the city’s road network. Underground utilities covering approximately 5,200 km, including water pipelines, sewer lines, stormwater drains, gas pipelines and cables, will also be accurately mapped.

One of the major components of the project will be the geo-coding of around 25 lakh properties through door-to-door surveys. Each property will be assigned a Digital Door ID, which is expected to improve the accuracy of property tax assessment and verification.

The AMC will also develop a 3D digital model, or Digital Twin, of the entire city, including detailed Level of Detail-3 (LOD-3) models of 500 important buildings.

As part of the project, 12 GIS-based applications/modules will be developed for various AMC functions, including town planning, disaster management, health services and a citizen geoportal. The new GIS platform will also be integrated with existing AMC systems such as property tax, the Centralised Complaint Redressal System (CCRS) and SCADA.

The project will include digitisation of the estate department’s property registers, along with financial, legal and possession-related documents.

During the five-year Operation and Maintenance (O&M) period, the GIS database will be regularly updated using drone and satellite imagery. Machine-learning-based change detection will also be used to identify changes through annual satellite imagery.

The AMC expects the advanced GIS platform to help officials make faster and more informed decisions on road development, utility planning, town planning and disaster management.
