Worker Registration Made Compulsory for Industrial and Private Units in Ahmedabad

Ahmedabad: The City Police Commissioner, G.S. Malik, has issued a notification making it mandatory for all private industrial units and establishments in the city to register details of their workers, contract labourers, and domestic staff online in order to prevent crimes and strengthen internal security. The order has been issued under Section-163 of the Indian Civil Security Code-2023 and will remain in force for 60 days, from 8 March 2026 to 6 May 2026, across the entire Ahmedabad Police Commissionerate area.
The notification states that in several past cases, workers such as domestic servants, drivers, watchmen, cooks, gardeners, artisans, and labourers employed in factories and private establishments committed property-related and other crimes after gaining the trust of employers and later fled the city. Police have also observed that in some instances, migrants involved in serious crimes in other cities had taken shelter in Ahmedabad after obtaining employment. Such incidents have been considered a threat to public safety and internal security, prompting the preventive order.
The order has been issued following communications received from the Director General of Police, Gujarat, and Deputy Commissioners of Police of Zones 1 to 7 of Ahmedabad city, who reported the need for strict verification of workers employed in industrial and private sector units.
Under the notification, owners, managers, and operators of all private establishments, including manufacturing units, builders, textile units, diamond industries, and other industrial or commercial organisations, must compulsorily register details of all existing as well as newly hired workers on the Citizen Portal website of the Gujarat Government or through the Citizen First mobile application. The responsibility of verifying the identity and citizenship of all such employees will lie with the unit owner or management.
According to the order, the following details must be recorded and kept available for police verification:

Name, address, and contact details of the industrial unit or establishment

Full name, identification marks, present address, and permanent address of the worker

Date of employment
-
Name, address, and contact number of the person through whom the worker was hired

Photograph and identity proof such as Aadhaar card, voter ID, driving licence, or other valid document
The notification also states that details of newly employed workers must be registered within seven days of employment, and the records must be produced whenever demanded by the local police, AOG Crime Branch, or other authorised agencies.
Police have warned that violation of the order will attract legal action under Section-223 of the Indian Penal Code-2023. All police officers of the rank of Unarmed Head Constable and above have been authorised to take action and file complaints against those who fail to comply with the notification. DeshGujarat
