Naroda Flyover Completion Pushed to July 2027; AMC Fines Contractor ₹50 Lakh

Ahmedabad: The Amdavad Municipal Corporation (AMC) has extended the deadline for the ₹276-crore Naroda Flyover project by one year, setting a revised completion target of July 2027, while also imposing a ₹50 lakh penalty on the contractor, Rachana Construction Company, for delays in execution.
The decision was taken at the AMC Standing Committee meeting held on Thursday. Announcing the decision, Standing Committee Chairman Kamlesh Patel said the flyover project, stretching from Naroda Patiya to Galaxy Cinema, was awarded to Rachana Construction Company in 2023 at an estimated cost of ₹276 crore. Construction began on July 16, 2023.
Patel said the project was delayed primarily due to land acquisition issues, as a significant portion of the required land belongs to the Forest Department. To resolve the issue, the civic body has decided to allot equivalent land from Town Planning (TP) Scheme No. 77 in the Naroda area to the Forest Department after an earlier proposal under TP Scheme No. 63 could not be implemented. The move will enable the AMC to proceed with action in line with submissions made before the Gujarat High Court.
Despite the land-related hurdles, the Standing Committee also held the contractor accountable for slow progress and approved a penalty of ₹50 lakh. Under the original contract, the project was to be completed within 36 months, by July 15, 2026. The revised deadline now extends the completion date to July 2027.
In another key decision, the Standing Committee approved measures to expedite environmental clearances required for development works within the 500-metre buffer zone of the closed landfill sites at Odhav and Vinjol.
The committee approved the appointment of an agency registered on the Union government’s PARIVESH portal to obtain the necessary environmental clearance. It also authorised the Municipal Commissioner to oversee the clearance process, prepare the development plan, and complete all related procedures for securing development permissions after the required approvals are obtained.
