AAP Surat councilor booked for threatening medical staff

Surat: A complaint has been filed at Sarthana Police Station against a female Corporator of Aam Admi Party (AAP) and four others including her husband for brawling at UHC (Urban Health Centre) in Puna-Simada and threatening the doctor during the vaccination drive. Accused are booked under section 186, 504, 114 and 506(2).

As per the details of the case, the vaccination work was being carried out at UHC (Urban Health Centre) of Puna-Simada area by Medical Officer Dr Anjali Manikawala and the staff. After vaccinating 100 people, they declared about the unavailability of more stock as only 100 doses of vaccine had arrived at the UHC. Meanwhile, a young AAP-worker who came to the UHC for getting vaccinated brawled and tried to incite the mob there due to the same. Thereafter, AAP Corporator Rachana Hirpara, her husband and two others arrived at UHC and got in the office of Medical Officer Dr Ankita Manikawala. They brawled with her for not vaccinating the people despite the information shown by Dr Ankita Manikawala on the computer about unavailability of doses. They told the Medical Officer that she should leave the job as she doesn’t deserve to be a doctor and the Corporator’s husband threatened her by saying that he will do her transfer. Details of FIR:

Dr. Anjaliben Mankawala (27) works with SMC for last two years as medical officer (MBBS). She is stationed as medical incharge at Puna -Simada urban health centre. She said in her complaint that at 9 am she along with Dr. Jignesh Padmani, Dr. Rahul Thakor, Nurse Jankiben, Computer Operator Avinash Gopani and peon Ashokbhai were on duty. Marshal Pallav Solanki and Sagardan Gadhvi were also present on duty. As 100 persons were vaccinated already, the stock of covid vaccine was over post 11 am.

Dr. Anjaliben said, ‘Meanwhile a person from Aam Admi Party (AAP) was seen shouting that, ‘you don’t work … your salary come from our tax money … I am calling other persons here…’

‘After some time at 12.30pm AAP councilor Rachna Hirpara, her husband and two more persons arrived in the office and said why don’t you jab the people. When told that all 100 doses were already utilized and also shown the record in computer, they asked to give a photograph of same from computer. When denied nod to take photograph, a person in green color shirt started shooting in mobile phone. When asked not to capture it and to leave the office, the person continued to capture video.’

‘As I snatched away the mobile phone from his hand, the person pushed me in in force. AAP councilor Rachnaben and her husband and two others with them rushed to me and snatched away the mobile phone from my hand. They were speaking abusive language targeting the staff.’

‘AAP councilor Rachnaben said, ‘you don’t deserve to be aa doctor, you leave the job from here.’

‘Rachnaben’s husband said, ‘..will see you and get you transferred from here.’

‘I called police by dialing 100 number and described what happened.’

Section 186 in The Indian Penal Code
186. Obstructing public servant in discharge of public functions.—Whoever voluntarily obstructs any public servant in the discharge of his public functions, shall be punished with imprisonment of either description for a term which may extend to three months, or with fine which may extend to five hundred rupees, or with both.

Section 504 in The Indian Penal Code
504. Intentional insult with intent to provoke breach of the peace.—Whoever intentionally insults, and thereby gives provoca­tion to any person, intending or knowing it to be likely that such provocation will cause him to break the public peace, or to commit any other offence, shall be punished with imprisonment of either description for a term which may extend to two years, or with fine, or with both.

Section 114 in The Indian Penal Code
114. Abettor present when offence is committed.—Whenever any person, who is absent would be liable to be punished as an abettor, is present when the act or offence for which he would be punishable in consequence of the abetment is committed, he shall be deemed to have committed such act or offence.

Section 506 in The Indian Penal Code
506. Punishment for criminal intimidation.—Whoever commits, the offence of criminal intimidation shall be punished with imprison­ment of either description for a term which may extend to two years, or with fine, or with both; If threat be to cause death or grievous hurt, etc.—And if the threat be to cause death or grievous hurt, or to cause the destruction of any property by fire, or to cause an offence punishable with death or 1[imprisonment for life], or with imprisonment for a term which may extend to seven years, or to impute, unchastity to a woman, shall be punished with imprison­ment of either description for a term which may extend to seven years, or with fine, or with both.
