Theme for AARAMBH 2022: ‘Good Governance in Amrit Kaal: Digital Technologies, Foundation to Frontiers’

The theme for this year’s AARAMBH 2022 is ‘Good Governance in Amrit Kaal, Digital Technologies: Foundation to Frontiers.’ Several sessions are being conducted for the trainee officers during the event from October 28-30, 2022. During these sessions, experts will talk on strengthening the technology foundation of India and how officers can enhance their capabilities in improving the delivery of public services by exploring the frontiers of technology. They will also address ways to use technology in the implementation of various Centrally sponsored schemes.
A total of 455 trainee officers of All India Civil Services and Royal Bhutan Civil Services are participating in this year’s AARAMBH 2022.

AARAMBH was first introduced in 2019

In October-December every year, young civil servants passing the toughest competitive exam join the Mussoorie-based Lal Bahadur Shastri National Academy of Administration for the foundation course. This course imparts first-hand learning to the young minds in ideas, challenges, and responsibilities for governing this massive and diverse country. The foundation course teaches the participants leadership skills, gaining expertise in public services and administration, and honing their personal skills and vision for the country. The aim of this three-and-a-half-month foundation course is to instill a sense of responsibility among young civil servants toward people’s needs using administrative capabilities.

A large number of national and international speakers, experts, and inspirational individuals interact with these trainees to help shape their vision.

Due to the limited capacity of this academy, the foundation course was conducted in Mussoorie and a couple of other training institutes till now. Therefore, it was for the first time in 2019 that a Common Foundation Course (CFC) was initiated with the aim to bring all civil services and integrate various departments and services for trainees of All India Civil Services, Group-A central services, and foreign services on one platform. This initiative was christened AARAMBH.
With an aim to enable civil servants to lead the change and work seamlessly across all departments, this CFC named AARAMBH was introduced as part of the 94th foundation course in 2019 where 425 officer trainees participated in a week-long course in Kevadiya which was based on the theme of ‘Preparing Civil Servants for The Future: Moving Towards A US$5 trillion Economy.’ Experts from internationally reputed institutions had dwelt on the optimum use of changing technologies in governance. A presentation of this entire exercise was made to the PM who later addressed the event and interacted with the probationers.
