Pan Masala Spitting Menace: Surat Diamond Bourse Imposes Strict Ban
April 04, 2026
Surat: Despite repeated measures such as notices, deity images, and repainting, the problem of ‘mava’, pan masala and gutka spitting continues to plague the city, leaving public spaces stained and prompting civic concern.
Taking a firm stand, the Surat Diamond Bourse (SDB), the world’s largest office complex, larger than the Pentagon, has imposed a complete ban on mava (a mix of betelnut, catechu, and tobacco) on its premises. Violators will face penalties, and repeat offenders may have their photographs displayed publicly.
SDB president Arvind Shah reiterated a zero-tolerance policy, warning that carrying, chewing, or spitting mava, even in washrooms, will not be allowed. The management is also considering installing surveillance cameras to ensure compliance.
The move comes as authorities push traders to shift operations to the bourse. Gujarat Deputy Chief Minister Harsh Sanghavi has held meetings with diamond traders to accelerate the transition.
Vice-chairman Lalji Patel said strict enforcement is in place, adding that similar rules are followed at his firm, Dharmanandan Diamond.
The SDB, inaugurated in December 2023 by Prime Minister Narendra Modi, is now focused on making all 4,200 offices operational. DeshGujarat
