Ahmedabad: A large number of vehicles in Gujarat continue to flout mandatory safety norms, with a recent report by the Comptroller and Auditor General of India (CAG) highlighting major enforcement gaps.

Nearly 21.9 lakh vehicles, about 10% of the state’s total, are plying without High Security Registration Plates (HSRP), despite the rule being mandatory since December 2017 with a compliance deadline of October 2019.

An audit of the VAHAN database found that these vehicles, registered between April 2009 and March 2024, have no HSRP installation records. Around 2 crore vehicles were registered in Gujarat during this period.

Officials said some dealers have allegedly ignored norms prohibiting delivery without HSRPs, while several vehicle owners continue using temporary or customised number plates to avoid penalties.

Authorities noted that the missing HSRP data could indicate either non-installation or failure to upload records, adding that in some cases, fitment or data updates may still be pending. DeshGujarat
