Gujarat municipalities to get solar power plants

Gandhinagar: Gujarat government company Gujarat Urban Development Company Limited (GUDC) has taken a significant step towards implementing solar power projects across various Urban Local Bodies (ULBs) in the state. Under the Swarnim Jayanti Mukhyamantri Shehari Vikas Yojana (SJMMSVY), the process of appointing Detailed Project Report (DPR) consultants has been initiated to set up solar energy projects at Sewage Treatment Plants (STPs), Water Treatment Plants (WTPs), pumping stations, and other government buildings across Gujarat.

The primary objective of the initiative is to promote self-reliance in electricity consumption among municipalities, ensure environmental sustainability, and reduce operational expenditure.

Scope of work under the project

The DPR consultant will undertake the following phased activities to ensure successful implementation of the project:

Phase 1: Feasibility Study:
The consultant will conduct a detailed survey of the land or buildings identified for the project. This will include shadow analysis, assessment of energy generation capacity, evaluation of project type (rooftop, ground-mounted, solar tree, etc.), and examination of economic viability. A comprehensive feasibility report will be prepared.

Phase 2: Preparation of Detailed Project Report (DPR):
Based on the feasibility study, a DPR will be prepared in accordance with the latest government circulars. This will include radiation data, technical specifications, structural drawings, and detailed cost estimates.

Phase 3: Procurement Assistance:
The consultant will prepare tender documents, including technical requirements and terms of reference. Technical and financial bids submitted by bidders will be evaluated, and a suitable agency will be recommended.

Phase 4: Verification of Designs and Drawings:
The consultant will carry out technical verification and validation of all designs and drawings submitted by the Engineering, Procurement, and Construction (EPC) contractor.

Phase 5: Billing and Monitoring:
The consultant will be responsible for verification of bills, monitoring project performance, and reviewing energy generation reports during the implementation phase as well as throughout the five-year Operation and Maintenance (O&M) period.

Other key project details

Contract period: The consultant will be appointed for a period of 36 months (three years).

National objective: The project will contribute to the Government of India’s target of achieving 500 GW of non-fossil fuel energy capacity by 2030.

The initiative is expected to boost the adoption of green energy in Gujarat’s urban areas and significantly lower the operational costs of local self-government bodies.
