Budget session from 24 Feb, a once-a-year chance for Congress
Ahmedabad, 20 January, 2011

Gujarat Assembly’s Budget session will meet between 24 February – 30 March. The budget is likely to be presented on 25 February.
According to sources, as many as 12 days are to be allotted for discussion on budget.
It should be mentioned that in recent past the practice that has been adopted suggests that a session of Gujarat assembly meets just for three-four days duration. The opposition party therefore doesn’t get enough chance to say much on the floor of the assembly. Opposition Congress has time and again protested short and somewhat token assembly sessions.
However while other sessions during the year continue to be short in duration, only Budget session is an annual opportunity for the opposition party to say much, because this session can not be shortened according to rules.
As per the prescribed procedure, after the Finance minister presents the budget, it needs to be discussed on the floor department wise. This procedure goes on for several days, providing opposition a chance to tell much, discuss much and ask much on the floor. Therefore the budget session always becomes hot.
