So what was discussed at Gujarat MPs meet in Gandhinagar?
Gandhinagar, 1, 2011
Gujarat is facing new burden of new recruitment of 90,000 teachers, construction of 80,000 class rooms, 7,000 crore investment, and 13,00 crore revenue expenditure under new central policy of Sarva Shiksha Abhiyan. However the centre is going to give only Rs. 700 crore aid int his regard. Till now the state government has spent Rs. 20,000 crore for Sarva Shiksha. The centre seems not ready to pay it. In this connection, all MPs of Gujarat will submit a memorandum to central Human resource development minister.
Due to uneven policy of central government, Gujarat is provided imported coal which makes power generation costlier. Not only this, but domestic coal linkages have been decreased, and the state is compelled to import coal via sea route. This makes burden of Rs. 440 crore on Gujarat. Central government should give fuel subsidy for this. Similarly Gujarat is facing discrimination so far as Gas allocation is concerned. Gas based power stations with capacity as high as 730 MW are compelled to run at lower capacity due to lesser supply of Gas. GSPC was denied Gas supply even after its highest bid for Panna Mukta and Tapti Gas regions. Gujarat has established a Gas greed and therefore it has saved central subsidy in Diesel and Petrol., but central government has not behaved in positive manner when it comes to supply of gas to small and medium scale industrial units. While cities like Delhi and Mumbai are provided cheaper CNG gas for transportation, same CNG is provided to Gujarat with added cost of Rs. 28.62 per unit. Gujarat is facing injustice due to Government of India’s discriminative policy.
Central government has different policy for Assam and Gujarat when it comes to Crude oil royalty. In view of this centre has to pay Rs. 3500 crore financial deficit to the state. Former Prime Minister Shri Atal Bihari Vajpayee government’s central cabinet had decided a formula and paid compensation but in 2008, the central government canceled the earlier accepted formula and through a piece of paper took one-sided decision in direction to give less royalty to Gujarat. This injustice should end.
Gujarat is sensitive coastal state, but the centre is terrifically delaying erection of Vessel Traffic Monitoring System Radar system in the bay of Kutch. Gujarat’s 229 fishermen and 459 fishing boats are under Pakistani control. The state has asked the centre to do enough for freedom of these fishermen and their boats. Gujarat government pays Rs. 50 per jailed fisherman. Central government should give Rs. 10 crore subsidy to Gujarat government in this regard. Central government has closed down assistance scheme for such fishermen since 2007 which should be revived.
While Rs. 226 crore aid was demanded for protection of Asiatic lions, the centre only granted Rs. 48 crore. For last ten years central assistance for state police force’s modernization is continuously decreasing. Rs. 391.61 crore campa fund has to be transferred under forest protection provisions. Gujarat should get special assistance for needs of mega city police and border area police. Green signal to GUJCOC is also pending in Delhi.
Gujarat has been provided 28 mechanized boats. A service centre for its repairing and maintenance should be given to Gujarat. There should be relaxation in rates for rail transportation of Gujarat’s Salt industry, more wagons should be allotted. Central government should approve the scheme of construction of 10,000 houses for salt workers.
Gujarat’s Dahej Petrochemicals and petroleum industrial investment region(PCPIR) is honored as one of the world’s 25 topmost industrial parks. The central government should take fast decisions for construction of two national highways connected to this PCPIR and also for upgradation of all railway lines connected to Delhi-Mumbai Industrial Corridor(DMIC).
Gujarat should get right for Chhattisgadh and Orissa based coalmines and power projects. Gujarat should also get right to get water from Sindhu basin. Sardar Construction of Sarovar Project’s dam pillars, bridge and gate should be allowed immediately. Gujarat’s water distribution projects are delayed due to delays in permission of railway crossing. Watershed projects are delayed due to environment related permissions. Gujarat’s various railway lines upgradations are pending, and new railway services are needed. Gujarat’s capital Gandhinagar and Sardar Patel’s birth place Karamsad should be included in JNNURM.
The Chief Minister said that central government’s negative mentality about Gujarat is visible in telecast of Doordarshan and Aakashwani. Gujarat’s development is not presented like it should be presented there. Gujarat is being presented in altered manned in priority.
Gujarat’s Health minister Shri Jaynarayan Vyas gave a special presentation in the meeting and informed the MPs about Medical Council of India’s partial behavior when it comes to approval of Gujarat’s medical colleges. Vyas termed this as injustice, and added that the government medical colleges of Gujarat are being harassed by MCI. He said Gujarat’s 1200 students throw Rs. 7000 crore outside the state for medical education.
