Gujarat APMC (amendment) bill 2015 passed in assembly

Gujarat Assembly today passed Gujarat Khet-Utpanna Bajar Sudhara Vidheyak.
Salient features of this bill:
-Only farmer will be able to become Chairman of APMC.
-Tenure of Chairman and Deputy Chairman of APMC will be 2.5 years instead of existing 5 years.
-Six years disqualification for those who are found committing financial irregularity. Membership will not be given in same APMC for six years for guilty member.
-No confidence motion to be brought against Chairman and Vice Chairman. 1/3rd members will be permitted to move such motion. 2/3rd majority will be valid to remove Chairman/Vice Chairman from their post.
-License of APMC will be issued in 90 days period.
-Private markets will be permitted for all types of agriculture produce. But private market will need to pay prescribed share of income to APMC in that area.
-User charges instead of market fee. User charge will be in range of 30 paisa to 2 Rs per 100 Rs.
-In special circumstances, APMC will be able to sell any farm produce for prescribed time without need of any kind of license for that.
