Gandhinagar: Two years ago, in the December 2022 assembly elections, the people of Gujarat delivered an unprecedented mandate by electing 156 representatives, reaffirming their trust in the double-engine government led by Chief Minister Bhupendra Patel under the guidance of Prime Minister Narendra Modi. Chief Minister Bhupendra Patel has now completed two years in his second term.
In just two years, through the collective efforts of ‘Team Gujarat,’ the state has gained widespread recognition on both national and international platforms. During this term, Gujarat has hosted prestigious global events, including the G-20 meeting and the Vibrant Gujarat Global Summit.

Youth Development – Successful Youth – Empowered Gujarat
• Gujarat has ranked first in the Government of India’s startup ranking for four consecutive years.
• ‘Kaushalya-The Skill University’ launched 9 advanced courses in drone applications since January 2024
• “Kaushalya-The Skill University” became the first university in Gujarat to receive a Remote Pilot Training Organization license.
• Encouraging the sports infrastructure in Gujarat: 24 district sports complexes are now operational.
• Over 53.66 lakh people participated in Khel Mahakumbh 2.0.
• A historic decision was made to establish government libraries in 50 talukas across 21 districts in Gujarat.
• In 2023, Gujarat hosted the first-ever Sports Startup Conclave in India, with 28 sports startups participating in the exhibition and 65 startups participating in the Pitchbook Competition.
• The Gujarat Yoga Board trained over 350 Yog coaches and over 42,000 Yog trainers in the past two years.
Respecting Farmers, Supporting Their Growth
● Under the Kisan Suryodaya Yojana, electricity was provided to farmers during the daytime in 12,713 villages of the state, which accounts for 74% of the villages.
● 9.85 lakh farmers actively engaged in natural farming, with over 53 lakh farmers in the state receiving training.
● Under the Pradhan Mantri Kisan Samman Nidhi Yojana, ₹6,374 crore was directly deposited into the accounts of 56.61 lakh farmers.
● Approximately 15 lakh farmers adopted micro-irrigation methods, covering an area of 23.4 lakh hectares.
● Through the Rabi Krishi Mahotsav in 246 talukas, over 2.10 lakh farmers received guidance on modern farming techniques.
● A decision was made to allocate 30,504 MCFT of Narmada water to farmers in North Gujarat and Saurashtra regions for adequate irrigation during the Rabi season crop sowing, benefiting 60,000 acres of cultivable land.
● More than 6 lakh metric tons of various agricultural produce worth over ₹3,449 crore were procured at support prices from 2,81,027 farmers.
● To make e-services more accessible, 3,233 PACS (Primary Agricultural Credit Societies) were onboarded as Common Service Centers (CSCs) under the initiative of the Government of India (GOI).
● Under various agricultural relief packages, a total of ₹1,925.89 crore in assistance was provided to 12,78,666 affected farmer beneficiaries.
● Under the “Mukhya Mantri Gaumata Poshan Yojana,” assistance of ₹609 crore was provided.
● To provide protection against the financial loss incurred by livestock owners in the event of animal death, the “Pashudhan Beema Sahay Yojana” allows livestock to be insured with a coverage for just a ₹100 premium.
● Through the i-Khedut portal, 3,88,593 farmers in the state benefited from a subsidy of ₹1,018.63 crore.
● To expand the scope of agricultural mechanization, ₹754.97 crore in assistance was provided to 1,65,579 beneficiaries in the state.
● Under the Mukhyamantri Pak Sangrah Yojana, assistance of ₹105.54 crore was provided to 14,140 farmers for constructing godowns.
● Under the zero percent crop loan scheme, over 34 lakh farmers received interest assistance of more than ₹2,900 crore.
● Over 5.37 lakh farmers received assistance of ₹842.43 crore through various horticulture Yojana.
● In view of the decline in the prices of potatoes and red onions, the state government provided benefits of a special scheme worth ₹196.97 crore to over 86,000 farmers.
● In the fisheries sector, over 7,700 beneficiaries received assistance of ₹6861.5 lakhs for various components.
● With the cooperation of NIC, the registration of fishing boats became transparent through the end-to-end online Real-Craft portal. Gujarat is the first state to implement end-to-end online boat registration.
● Under Kendra Puraskar Yojana, more than 2,92,000 animals have been treated free of charge so far through 127 mobile veterinary units in the state.
● To expand animal healthcare services in the state, 215 new permanent veterinary hospitals and 3 new animal disease investigation units have been established in the last two years.
Women Empowerment (Empowered Woman, Empowered Family)
● In 2023, for the first time, the gender budget crossed Rs 1 lakh Crore, with over 200 yojana dedicated solely to women.
● In the year 2024-25, a total of 804 yojana for women’s empowerment were included in the gender budget.
● Under ‘Namo Drone Didi Yojana’, women in Gujarat are being trained to use drones for spraying fertilizers and pesticides in farming, utilizing new
technology.
● Chief Minister Shri Bhupendra Patel announced the new Gujarat Textile Policy-2024, which for the first time adopted a strategy to promote women’s employment and the empowerment of women’s self-help groups.
Swasth Gujarat, Samruddh Gujarat (Healthy and Prosperous Gujarat)
● Under the Pradhan Mantri Jan Arogya Yojana – Chief Minister Amrutam (PMJAY-MA), the assistance provided to the citizens of Gujarat has been increased from ₹5 lakh to ₹10 lakh.
● More than 2.6 crore citizens in Gujarat have been issued Ayushman cards.
● Under the Pradhan Mantri National Dialysis Program (PMNDP), 188 new dialysis centers are operational in Gujarat.
● A total of 35 day-care chemotherapy centers have been started in the state, providing 1,69,066 chemotherapy sessions to more than 63,000 patients.
● Under the state-specific initiative, Gujarat is the only state to provide digital health cards after health check-ups of 1.15 crore students.
● The integration of the “TeCHO” and “Sarva Shiksha Abhiyan” portals will provide students, teachers, and parents with “Digital Health Cards” along with the planning of students’ “Holistic Report Cards.”
● Under the 108 Emergency Ambulance Service, 150 new emergency ambulances have been added in the state, bringing the total number to 800.
● Under the Free Diagnostic Service Initiative (FDSI), the number of laboratory tests at sub-district hospitals has been increased from 33 to 111, and at district hospitals, the number of laboratory tests has been increased from 68 to 134.
● Over 3 lakh nutrition kits have been distributed to tuberculosis (TB) patients for nutritious food, making Gujarat the first state in India to undertake this initiative.
● Under the Namo Shri Yojana, economic assistance of ₹12,000 is provided to pregnant women, benefiting 1.45 lakh beneficiaries.
● Under the National Eye Donation Campaign, 14 lakh successful cataract surgeries were conducted in Gujarat.
● Four new medical colleges have been started: 2 in Kalol, 1 in Ahmedabad, and 1 in Surat.
Shikshit Gujarat, Sampanna Gujarat (Educated Gujarat, Advancing Gujarat)
● Under the Mission Schools of Excellence, 97,187 smart classrooms have been established at a cost of ₹874.68 crore, and 21,037 computer labs have been set up at a cost of ₹1,432.40 crore.
● Under the “Shala Praveshotsav-2024,” 3,42,204 students were enrolled in Standard 1, and 4,61,737 students were enrolled in Pre-Primary.
● Under the “Namo Lakshmi” scheme, launched to ensure the advancement and empowerment of the state’s daughters, over ₹138 crore in assistance has been disbursed to nearly 10 lakh female students.
● Under the “Namo Saraswati Vigyan Sadhna Yojana,” launched to encourage students to pursue studies in the science stream, over ₹28 crore in assistance has been disbursed to more than 2.5 lakh students.
● Including natural farming in the curriculum.
● Under the Mukhya Mantri Yuva Swavalamban Yojana, a total of 1,36,807 students have received assistance of ₹741.67 crore.
● Under the Mukhya Mantri Kanya Kelvani Nidhi Yojana, 8,591 students have received assistance of ₹288.7 crore.
● Through the Gujarat Student Startup and Innovation Hub, support has been provided for the incubation of 126 startups, along with financial assistance of over ₹7.24 crore under the fund support scheme.
Dynamic Gujarat in the Industrial Sector
● The 10th edition of the Vibrant Gujarat Global Summit 2024 was successfully concluded.
● In the 10th edition of Vibrant Gujarat, more than 61,000 delegates from over 140 countries participated.
● As part of the Vibrant Summit, around 150 seminars and events were organized.
● In the 10th edition of Vibrant Gujarat, 2,862 B2B meetings and 1,368 B2G meetings were held.
● More than 98,000 MoUs worth over ₹45 lakh crore were signed.
● For the first time, “Vibrant Gujarat, Vibrant District” was organized at the district level.
● Gujarat is the only state in the country where 4 semiconductor plants will be operational.
● At a total cost of ₹1,24,100 crore, Micron; CG Power, Renesas Electronics Corporation, and Stars Microelectronics, in collaboration with Electronics
Private Limited and Power Chip Semiconductor Manufacturing Corporation, along with Keyence Semiconductor, will set up a plant for chip manufacturing.
● Under Atmanirbhar Gujarat, “Assistance for Quality Certification” facilities are being provided to MSMEs to offer quality products in the competitive market.
● Gujarat ranks first in the country for obtaining ZED (Zero Defect Zero Effect) registration and certification. Over 76,000 MSME units have received ZED registration, and more than 50,000 MSME units have been awarded ZED certification.
● The Semiconductor India Summit 2023 was successfully organized at Mahatma Mandir, Gandhinagar.
● According to the DPIIT of the Government of India, Gujarat received $7.3 billion in FDI during the financial year 2024, an increase of $2.6 billion compared to the previous year.
● Prime Minister Shri Narendra Modi and Spanish Prime Minister Shri Pedro Sánchez jointly inaugurated the Tata Advanced Facility in Vadodara for the production of C-295 aircraft.
● Gujarat ranks 5th in MSME registration/enterprise registration. In the last two years, 10,22,895 MSMEs have been registered in Gujarat.
● In the Ease of Doing Business rankings published by DPIIT in September 2024, Gujarat was recognized as the ‘Top Achiever’ state at the national level.
● Under the Gujarat Textile Yojana, more than ₹3,000 crore in assistance was provided to textile units.
● Under the PM Vishwakarma Yojana, 14,49,410 artisans were registered, over 1,48,311 artisans were trained, and loans were approved for 29,924 artisans, with Gujarat ranking second in the country.
● The e-Kutir portal was launched to provide various rural and cottage industry schemes to applicants through fingertip access.
Excellent Transport Service for Citizens
● Inauguration of new bus stations at 32 locations with an investment of ₹94.65 crore, and the launch of bus ports with airport-like facilities at 3 locations under the PPP model, with an investment of ₹66.32 crore.
● The Gujarat State Transport Corporation inaugurated a total of 3,487 new buses, including 300 luxury coaches, 200 semi-luxury coaches, 400 sleeper coaches, 1,682 super express buses, 400 midi buses, and 5 double-decker electric buses.
● The introduction of e-ticketing services to allow Divyang citizens to book tickets from home.
● To provide convenience to citizens, the introduction of online payments via UPI on ST buses, with 3,000 machines provided for this purpose.
Gujarat’s Energy Transformation
● Successfully concluded the 4th Global Renewable Energy Investment Meet and Expo (RE-Invest 2024) in September 2024.
● Generated 1,067.3 million units of electricity from Ukai, Kadana, Panam, and Sardar Sarovar dams in August 2024.
● Installed 3,023 solar rooftop systems with a total capacity of 56.8 megawatts on government buildings in Gujarat.
● In just one and a half years since declaring Modhera village as a solar village, Modhera has produced 31.5 million units of green energy, reducing carbon emissions by 28,664 tons.
● Under the PM Suryaghar Free Electricity Scheme, 1,59,338 beneficiaries received benefits in just 7 months.
● Gujarat ranks at the top in the country with over 1,000 CNG stations.
● Gujarat accounts for 14% of the total CNG stations in the country.
● Inaugurated a 12.5-megawatt solar PV project in Kalavad, Jamnagar, at a cost of ₹51.87 crore.
● Construction of the world’s largest 37-gigawatt hybrid renewable park is underway.
● In just 7 months, more than 2 Lakhs homes in Gujarat have received PNG connections.
● Established an institutional biogas plant with a capacity of 3,990 cubic meters per day with total assistance of ₹10.62 crore.
● Under the Perform, Achieve, and Trade Yojana, a reduction of 8.541 million tons of carbon emissions was achieved.
Revenue Department
● Change in the authority delegation for premium collection based on land valuation in the case of Bonafide purchasers for land conversion from agricultural to non-agricultural purposes.
● A significant decision allowing district collectors to approve premium for land valuation up to ₹5 crore.
● Farmers who did not receive a farmer certificate due to land acquisition for development projects from 1-5-1960 will now receive farmer certificates issued by the Collector after verification.
● Distribution of 11,52,543 property cards under the Swamitva Yojana. Gujarat ranks first in the country in the second phase of this scheme.
● ULPIN (Unique Land Parcel Identification Number) has been generated for all survey numbers (land parcels) in every village under the DILRMP scheme, as prescribed by the Government of India.
● For the digitalization of records, verification of orders and certificates can now be done through QR codes and e-sign copies instead of physical signatures via iORA.
● A feedback center has been established to collect feedback from citizens who have availed 36 different services on the iORA portal.
● To speed up the land acquisition process and ensure quick compensation to farmers for private land, online approval for land acquisition notifications has been made available on the Gati Shakti Gujarat portal.
● The premium rate for agricultural land conversion (for urban areas) has been reduced to 20%, and for non-agricultural purposes (statewide) to 30%.
● A policy has been formulated for land allocation for power generation through green hydrogen, which will encourage private sector participation and promote investment in line with Gujarat’s results-oriented policies.
● The UNESCO Memorial Garden received the prestigious Prix Versailles award.
Earning Well, Living Well (Urban Development and Rural Development)
● Prime Minister Shri Narendra Modi inaugurated Ahmedabad Metro Phase-2, making travel between Ahmedabad and Gandhinagar easier. The Surat Metro project is progressing.
● Gujarat is the top performer in the country for waste disposal in cities, until now, with a total of 210 lakhs tons of waste disposed.
● The “Mukhya Mantri Swarnim Jayanti Shaheri Yojana” has been extended for three more years to improve the “Ease of Living” for Gujarat’s citizens.
● A plan to start 88 civic centers with an investment of ₹116 crore.
● 159 projects worth ₹3,400 crore have been completed under the Smart City Mission.
● Under the Amrut Yojana-1, 198 projects worth ₹3,350 crore have been completed in various municipal corporations.
● ₹17,000 crore has been allocated for development works under Amrut 2.0.
● Nine new municipal corporations have been granted municipal status in the state.
● Dwarka-Okha Urban Development Authority has been established.
● Under the Swarnim Jayanti Mukhyamantri Shaheri Vikas Yojana, ₹17,004 crore grants have been allocated in the last 2 years.
● 159 projects worth ₹3,400 crore under the Smart City Mission have been completed in six smart cities in the state.
● Approval has been granted for 60 TP schemes in the last 2 years.
● Surat has been ranked the cleanest city alongside Indore in the Swachh Survekshan 2023 and has received a 7-star rating.
● ₹660 crore worth of 21 lakhs transactions have been made on the e-Nagar portal.
● The Gujarat Urban Development Institute (GUDI) will begin custom training for urban officials in March 2024.
● In September 2024, Surat’s Economic Development Plan was announced under the Niti Aayog’s G-Hub initiative.
● 51 villages across 20 districts of Gujarat have been declared Smart Villages.
● The Gujarat Fiber Grid Network Limited project worth ₹2,042 crore has been inaugurated under BharatNet Phase-2 in Smart Villages.
● 1,502 villages, including 1,057 pilgrimage towns and 445 holy villages, have been awarded recognition.
● 384 new Gram Panchayats have been created by dividing the state’s existing ones.
● Under the Gobar-Dhan Yojana, 7,423 individual biogas plants have been established in the last 2 years.
● During 2024-25, a total of more than 10 lakh people from 7.07 lakh families were provided employment in the state under the MGNREGA scheme till December.
● More than ₹47.46 crore in revolving funds have been allocated to over 16,000 self-help groups.
● Over 1 lakh beneficiaries received more than ₹435 crore in financial assistance during the 14th state-level Poor Welfare Fair.
● 14,181 e-Gram centers across the state have provided 325 government services and 75 business services to citizens.

• Gujarat Tourism hosts the 69th Filmfare Awards successfully for the first time in the state at GIFT City in Gandhinagar.
• The Dhordo village in Kutch was presented with the “Best Tourism Village” award by the United Nations’ World Tourism Organization.
• India’s first “Sea Border Viewing” initiative started in Lakki Nala area, near Koteshwar in Kutch.
• Gujarat’s Garba recognized by UNESCO as an “Intangible Cultural Heritage.”
• Decision to develop Bet Dwarka, the city of Lord Krishna, into a world-class destination.

• In the seventh phase of the Sujalam-Sufalam Jal Abhiyan, our water storage capacity increased by 11,523 lakh cubic feet.
• Inauguration of new water supply projects worth ₹1,090.39 crores and groundbreaking ceremony conducted for projects worth ₹2,045.63 crores.
• Under the Jal Jeevan Mission, Gujarat achieved tap water connections in over 91 lakh rural households through the Nal Se Jal program.
• Bulk pipeline projects worth ₹1,050 crore completed while projects worth ₹1,350 crore are underway in Saurashtra and Kutch districts, ensuring future drinking water needs.
• Various desalination plants with a combined capacity of 27 crore litres per day are under progress in coastal areas.
• 46 laboratories operational for water quality testing, with over 7.50 lakh drinking water samples tested.
• Toll-free helpline number 1916 active for resolving water-related grievances; over 98,000 complaints resolved in the last two years.

Clean and Green Gujarat (Forests, Environment, Climate Change)
• Planted mangroves across 18,860 hectares under the MISHTI (Mangrove Initiative for Shoreline Habitat and Tangible Income) scheme in the last two years.
• Grass plantation completed over 3,700 hectares in the Banni region, with an estimated 36 lakh kg grass distributed free of cost to locals.
• Over the last two years, 1.20 crore bamboo plants distributed to local tribal communities.
• Over the last two years, the Forest Department has carried out plantation activities across a total area of 68,211 hectares in forest regions to increase forest cover.
• Open Jungle Safari launched in Barda from October 2024 to conserve lions and increase their population.

• Department of Civil Aviation and GUJSAIL participated in Wings India 2024 as State Partners, in which the State of Gujarat was awarded the ‘Best State with a Dedicated Lookout for Aviation Sector’ award.
• For the National Panchayat Award 2024, the Panchayat with Good Governance Award was granted to Vavkuli-Tu Gram Panchayat of the Ghoghamba taluka in Panchmahal district.
