Gujarat University Land Allotted to Private Club Without Tender Process, Alleges Congress

Ahmedabad: Senior Congress leader Dr. Indravijaysinh Gohil has alleged large-scale corruption worth over ₹500 crore at Gujarat University, involving illegal land allotment and favoritism.

Addressing a press conference at Rajiv Gandhi Bhavan, Gohil claimed that the university had allotted 10,000 square yards of prime land, valued at ₹500 crore, to the Dronacharya Rifle Club—an institution run by Ashish Amin, a government-nominated syndicate member of the university.

Dr. Gohil accused the university of flouting norms and extending undue favours to Amin’s institution, including altering tender conditions to benefit the club. “The very person demanding land sits on the committee that allocates it—this is a clear case of conflict of interest,” said Gohil.

He further alleged that the original tender conditions, which required the club to build a world-class sports complex at its own expense, were amended to shift the entire burden onto the university. Gujarat University will now bear the construction cost of the complex, based on the club’s design preferences.

Moreover, Gohil pointed out that the university has assumed responsibility for luxury accommodation, food, gymnasium facilities, housekeeping, electricity, drainage, and security—expenses that were previously to be covered by the club.

The Dronacharya Rifle Club had even uploaded its membership fee structure on Gujarat University’s official website, but the details were removed without explanation after the Registrar was questioned. The fee structure suggests the club is meant for elites, not students:

Membership Type Fee (₹)
Life Membership 5,00,000
Life Membership (Transfer) 3,00,000
Ordinary Institutional Membership (Group) 7,50,000
Lifetime Institutional Membership (Group) 15,00,000
Non-refundable Registration Fee 5,000

Gohil said the land, which could have been used for student welfare, has instead been handed over to a private elite club. He warned that past concerns about undemocratic control of universities and the misuse of land under the guise of “common university acts” are now proving to be valid.

To oppose this move, Gohil announced the launch of a “Save Gujarat University” campaign. The movement will include former syndicate and senate members, alumni, and current students. Teachers, professors, and academic leaders across the state are also being urged to join the campaign.

The press conference was also attended by Gujarat Congress Chief Spokesperson Dr. Manish Doshi and party spokesperson Dr. Parthivrajsinh Kathwadia. DeshGujarat
