November 13, 2025
New Delhi: The Reserve Bank of India (RBI), through a notification dated October 8, 2025, has announced the removal of 19 Regional Rural Banks (RRBs) from the Second Schedule of the Reserve Bank of India Act, 1934.
Among the delisted banks are Baroda Gujarat Gramin Bank and Saurashtra Gramin Bank from Gujarat, along with several others from Andhra Pradesh, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, and Uttar Pradesh.
The decision, published in the Gazette of India (Extraordinary) on November 11, 2025, follows clause (b) of sub-section (6) of Section 42 of the RBI Act, 1934. This section empowers the RBI to exclude banks from the Second Schedule, which lists banks eligible for certain statutory privileges, including access to liquidity support and participation in clearing houses.
The move follows the amalgamation of Baroda Gujarat Gramin Bank and Saurashtra Gramin Bank into a single entity, Gujarat Gramin Bank, effective May 1, 2025. DeshGujarat
