Govt sets final deadline for ‘Vikasit Gujarat Fund’ project proposals in major cities

Gandhinagar: The Government of Gujarat’s Urban Development and Urban Housing Department (UDD) has issued an “Urgent” directive to multiple Municipal Corporations and Urban Development Authorities, instructing them to submit detailed infrastructure proposals under the Vikasit Gujarat Fund. The final deadline for submission has been set for November 30, 2025.
The directive, emphasizes that project proposals must be forwarded to the Finance Department for approval, following instructions from higher authorities.
Wide Range of Proposed Projects
The proposed projects cover major urban infrastructure developments across key cities and development areas.
Major Metropolitan Projects:

Ahmedabad: Adaptive Traffic Control System, Elevated Corridors (Shivranjani to Ghuma), Convention Centre, Sabarmati Riverfront Savoury Project, Ahmedabad City Square – Sindhu Bhavan, Ahmedabad Sanskarkendra, and Ahmedabad Ring Road (submitted by AUDA).

Surat: Dumas Sea Front Phase-2, infrastructure within DREAM City, and 90 m Outer Ring Road Phase-II (proposed by URDCL/SMC & SUDA SPV).

Vadodara: Water Distribution System Project, Ring Road Phase-2, and Storm Water Drainage.

Rajkot: Significant road projects including four-laning of Ring Road-2 (Phases 3 & 4), new six-laning of Ring Road-2 Phase-6, and an ROB at Ring Road-2 Phase-5. It was noted that Rajkot’s Ring Road widening proposal lacked year-wise grant details.

Junagadh: Flyover construction at Bhavnath Circle (approx. 3.4 km) and a Townhall Complex with conference and seminar rooms.

Jamnagar: Riverfront Project proposed by Jamnagar Municipal Corporation.
Other Key Urban Initiatives:

Water and Drainage: Mission Daily Water Supply project and Zero Water Logging Scheme in Kalo, Sanand, Bavala, and the Somnath Trust area.

Navsari: Flood Protection Works Phases I & II and Creek Development Project.

Technology & Governance: Centralized Project Monitoring System (Urban Observatory) and Integrated Control and Command Centres in municipal corporations.

Energy and Environment: 400 MW Solar Power Project (GUDCL), Waste-to-Energy Plant (Swachh Bharat Mission), and Climate-Resilient Road Project.

General Infrastructure: Pedestrian infrastructure and establishment of a Satellite Town Office of Chief Town Planner / GUDC Office.
Key Submission Requirements and Deadlines
Submissions must be comprehensive and signed by the head of the concerned office or officer.
Each detailed submission must include:

A project brief note and component-wise estimates.

Detailed estimates or probable cost projections.

Required funds/budget for the next four to five financial years.

Detailed project planning information and any other necessary details.
Coordination and Follow-Up
The Gujarat Urban Development Mission (GUDM), Gujarat Urban Development Company Ltd. (GUDCL), and Gujarat Municipal Finance Board (GMFB) have been instructed to coordinate with concerned authorities and ensure all proposals reach the department by November 30, 2025.
