GuRERA Slaps ₹68,000 Cost on Godrej Celeste Promoters, Flags Construction Delays

Ahmedabad: The Gujarat Real Estate Regulatory Authority (GuRERA) has directed the promoters of the ‘Celeste’ residential project in Jagatpur-Chenpur to pay a total of ₹68,000 as costs to eight complainants for repeatedly seeking adjournments in the case. The authority also flagged significant construction delays following complaints from homebuyers.
GuRERA observed that although the project was registered in June 2022, construction has made minimal progress, with even ground-floor work remaining incomplete nearly three years later.
Several allottees informed the authority that they have been servicing home loan EMIs for years while simultaneously paying rent, as possession timelines continue to be missed, resulting in mounting financial strain.
The promoters, Shree Siddhi Infracon LLP and its partners, along with Godrej Properties Ltd. cited internal disputes and ongoing mediation as reasons for the slowdown. However, GuRERA rejected the explanation, noting that the developers failed to submit any concrete construction or completion plan.
During a hearing on April 13, 2026, the developers assured the authority that they would present a roadmap for completing the project, but failed to do so. The complainants subsequently sought compensation if any further extension was granted.
Accepting the plea, GuRERA granted a final extension until April 30, 2026, while imposing a penalty of ₹500 per day per complaint for 17 days (April 13–30), amounting to ₹8,500 per complainant.
The authority clarified that payment of this penalty is mandatory for the extension and must be borne personally by the developers. It further directed that the amount cannot be withdrawn from the project’s designated account or passed on to homebuyers. DeshGujarat
