Modi stays away from Uttarakhand, Punjab poll campaign

Election campaigning in two northern states Uttarakhand and Punjab ended yesterday. However Gujarat Chief Minister Narendra Modi didn’t visit any of these states and stayed away completely.
On one side, Modi is dubbed as Prime Minister material, on the other side he is completely out of the campaign in two states where party is ruling.
This has led to speculation about whether he would hit the campaign trail in the all-important Uttar Pradesh.
Earlier Modi had stayed away from the last BJP National Executive citing his Navratri fast as reason.
His bete noire and former BJP General Secretary Sanjay Joshi is one of the key leaders involved in the party’s UP campaign.

A term for a state government is 5 years. Within what time before an assembly term is over election commission of India can declare election ? e.g. Uttar Pradesh government was coming to end in May 2012, but elections are held in February 2012 and results will be declared in March 2012. If results are not in favor of current government, will current govt, get to complete its full term of 5 years which is getting over in May 2012 ? Or new govt will take over immediately after results are declared ?
If same govt is voted back to power, can they continue their previous term till its over in May 2012 and start new term from May 2012 ? In municipal corporation election of Ahmedabad (Gujarat), term was coming to end in December 2010 and election were conducted in October 2010. BJP was voted back to power. They chose to wait till current term is over and took over charge for new term only after current term got over.
Is this possible for assembly elections ? If not, then does not existing state govt lose time from their 5 years for which they are voted to power ?
How early election commission can declare elections before term is over ?
