AMC orders appointment of Nodal Officers to curb Stray Dog entry in public premises

Ahmedabad: Acting on the Supreme Court’s recent directions in a suo motu writ petition concerning rising stray dog attacks across the country, the Ahmedabad Municipal Corporation (AMC) has issued detailed instructions to all zones, sub-zones, offices and affiliated institutions to immediately appoint Nodal Officers responsible for preventing the entry and habitation of stray dogs inside public premises.

The directive follows the Supreme Court’s order dated November 7, 2025, which mandates strict on-ground measures to curb dog-bite incidents and ensure effective population control of stray dogs.

Key Supreme Court Directions

As per the order, every educational institution, hospital, sports complex, bus stand, depot (including ISBT), and railway station must:

  • Designate a Nodal Officer responsible for maintaining cleanliness and ensuring that stray dogs do not enter or inhabit the premises.

  • Display the officer’s details prominently at the entrance and share them with the respective municipal body.

Additionally, stadiums and sports complexes must deploy adequate security or ground-keeping personnel specifically tasked with preventing stray dog entry.

AMC’s Compliance Measures

Taking note of the court’s directives, AMC has instructed all its departments to:

  • Appoint Nodal Officers for all AMC-controlled properties, offices, public premises and institutions, using the prescribed format.

  • Submit a signed and sealed copy of the appointment order to the CNCD Department in both physical form and via email at cncd@ahmedabadcity.gov.in / cncdamc@gmail.com within five days.

  • Instruct all contracted security agencies, guards and bouncers to ensure that dogs do not enter the premises and to implement preventive measures to avoid any dog-bite incidents.

  • Remove any unofficial or unauthorized feeding spots for stray dogs within these premises.
