Ahmedabad Mayor Kanaji Thakor on Tuesday termed Leader of opposition Shaktisinh Gohil’s press release on JnNURM allocation for Ahmedabad BRTS project misleading.
“Opposition leader’s statement that the development works under central government’s JnNURM scheme are carried out only by central government money is misleading,” said Mayor Kanaji Thakor.
Clarifying the details of BRTS financial allocations, the leader of BJP in Ahmedabad Municipal Corporation(AMC) Dr. Kamlesh Patel said: “As Ahmedabad falls under Megacity category, the central government gives only 35% grant of total project cost approved under Jawaharlal Nehru National Urban Renewal Mission(JnNURM). Rest of project expenditure is beared by the state government (15%) and AMC(50%).
Patel further states: “It should be mentioned here that the central government never bears burden of any hike in project cost or price escalation which is usual in such projects. It is the AMC that bears this huge extra burden. When tenders are floated the real cost of the project actually comes 20 to 30% higher than what is approved by the central government.”
“Effectively, the central government has given only 20 to 25% financial contribution for Ahmedabad BRTS project. This means, majority of the cost has been beared by the AMC and Gujarat government,” he added.
Providing more specific details about the expenditure sharing, Asit Vira, Standing Committee Chairman of AMC said: “Under JnNURM, the central government contributed about Rs. 26 crore while the government of Gujarat and Ahmedabad Municipal Corporation have contributed Rs 78 crore for the first phase of BRTS.”
“AMC is however thankful to government of India for its 35% contribution,” Vora concluded.
What Gohil had said yesterday
The leader of Opposition Shaktisinh Gohil was unhappy as he was not among the invitees for inauguration of BRTS. Gohil accused Chief Minister Modi of taking all credit for BRTS project.
Gohil complained to the press that the hoardings and advertisement issued for inauguration of BRTS project does not mention that funds were given under JNNURM. He said it was necessary to put JNNURM logo but government had not done so.
Congressman, Centre official are invited
Name of Congress corporator Surendra Bakshi who is a leader of opposition in AMC has been mentioned in the invitation card of BRTS inauguration. Also central government’s joint secretary’s name is there in the invitation card.

Arjunbhai modhwadia- Any amount contributed by center to any such state/city level project is not coming out of pockets of Congress party or its leaders. Peopleof this great nation earns and pays lot more in taxes to various governments and are hardly getting any worth of it back. The very basic concept of project management is to complete scoped task in agreed budget and resources. If Kanaji is not understanding this concept then he/his team is not the best project manager. Goverment/AMC’s excuse for project cost hike is very childish, that means they don’t know the budgeting part of the project. Whoever doing project budegting they need to consider the future inflation and change in the project scope. The centeral government’s contributiton is only 35% that was clear at up front before starting the project…they don’t need to cry for it. Modi saheb telling people about Gujarat is paying much more than whatever central government is giving back…why he is not understanding the central government has many responsiblities like maintain Army, Research Science and Technology further, Pay roll cost of employee, election cost etc..
Trust me the logic of Modi saheb and Kanaji is very funny.
Central should give more fund for the project,sothat AMC & Gujarat govt. has some free fund for some other work. Afterall, center gives the fund from our payment of Income tax & Central Sales tax etc. If such fund is not received, for the benefit of the people,than it is useless.Hence,nobody will trust the centre.
COngress is behaving like a child…..Money allocation has never been a problem in india which has a 1 billion population….the issue is completion of project…I commend Modiji for getting the BRTS project completed with minimum delay…we have to understand that under normal circumstances it would have taken 2 more years for completeting the project had congress been in power….Similar case in Maharashtra… Bandra Worli sealike took 10 years to complete….and a cost overrun of thousands of crores….
I request readers to appreciate that the project is completed and the facility can be used and not fight regarding funding…These days we need people who deliver with work as funds is not a problem and there I feel Modiji is anyday better that Congress.
To Chagan patel: The budget increase is not due to project mismanagement or budgeting lapses- its mainly due to the major infrastructure buildout on the corridor in ordr to avoid chaos like delhi BRTS: Many extra flyovers and related infrastucture was constructed after delhi’s experince and that increased the budget very much. Also, when the project plan hits the ground realities of road, elcetric and sewer lines on the corridor it is obvious more resources woul dbe needed. In addition to all these, steel and cement prices sppoked the budget. So, center didn’t agree to the revised numbers as its BJP ruling AMC and Guajarat. So don’t just pretend with few project management jargon and blame the hard work of AMC Janmarg Team.
To Dear YBB, thank you for your comment. I alwasy agree the hard work done by the AMC Janmarg Team and thats why they are getting paid for it, I don’t think any one worked free for this project otherwise government should show courtesy to include his/her name in the innogration name plate. In your comment the line numbers 2 to 5 itself says the mismanagement of the project, how they estimated the entire project LOE and cost without considering the related infrastructure build out. The condition must be there the central will not chagne the approved cost that’s why refused to give any extra buck…but if Kanaji has performed efficent project management then the cost would go down and instead of his 20% central grant calculation would go up to 50%. It is better to say people made good money for less productivity and miss management from this project thats why the central grant got short.
To Chagan bhai- I definitely see your point about precise and perfect planning and execution but I suggest you put the broader context of the skill set/aptitude and attitude of the team in the persepctive- After Bhailal bhai planned Ellis bridge and town-hall, Ahmedabad hasn’t seen any maticuouls town planning with indegeneous innovation. All the planned have done over the years is aping the west and due to this british slavery no body in the rank and order (who worlks daily on the ground who can bring in realistic constrints in the ploannign process) question any planning or esecution process coming down from the top. May it be the mayor or commisoner or Engineers, all they got was a plan (“how”) designed by some foreign consultancy which was later adapted to city conditions by CEPT (again CEPT is totally infulenced institute devoid of ground realities) without any regards to “Why’ because no school or colleges in our conuntry teaches reasoning (again out of british babu-metality inculcated by black-brits like neharui and his cult). So all the execution team did was learned the problems in the plan at building stage which as you know is harakiri for effiecint project management.
In fact above is true for most of the projects executed lately in india (lately Sardar Sorovar Dam also falling to this due to political hurdles).
So, my point is we as a nation are on a learning path and learning never comes free.
