Who will be exempted from User Dev Fee at Ahmedabad airport?

Users of modernized airport at Ahmedabad would have to pay User Development Fee (UDF) from August 16. The domestic passengers would pay Rs 110, while their international counterparts would have to pay Rs 415. The Government has approved a proposal of the Airports Authority of India (AAI) to levy UDF at these airports.
Rule 89 of the Aircraft Rules, 1937, provides that the licensee of an airport is entitled to collect User Development Fee (UDF) at such rate as the Central government may specify.
In order to obviate inconvenience to the passengers and for smooth and orderly air transport/airport operations, it has been decided that all the airlines shall collect the Development fees (DF) from the passengers at the time of issue of air ticket and remit the same to AAI in the line system/procedure in vogue in respect of collection of PSF. For this collection charges of Rs. 5/- shall be receivable by the airlines from AAI, which shall not to be passed on the passenger in any manner.
AAI may exempt following passengers from levy of Development Fees:
(a) Infant, i.e., those persons who are traveling on infant tickets issued by the airlines;
(b) Holders of Diplomatic Passports;
(c) Airlines crew on duty;
(d) Persons traveling on official duty on aircraft operated by Indian Armed Forces;
(e) Transit/transfer passenger(less than 6 Hrs. stay in Ahmedabad Airport);
Passengers departing from Ahmedabad Airport due to involuntary re-routing i.e. technical problems or weather conditions The accounting modalities shall be decided by AAI with the approval of Ministry of Civil Aviation.
