    Promoting select firms? Reveal stake, media told

    Media houses entering into private treaties for stake in listed companies in lieu of promoting their brands have now caught the eye of Sebi. The market regulator on Friday issued a statement, saying such treaties must be disclosed as such agreements may give rise to conflict of interest and, therefore, result in dilution of independence of the Press. This move by the market regulator is going to adversely affect one of the leading media houses in the country.

    “Brand-building strategies of media groups without appropriate and adequate disclosures may not be in the interest of investors and financial markets,” Sebi stated. “There are prescribed norms of journalistic conduct that require journalists to disclose any interest they may have in the company they are reporting about.”

    However, it clarified that there are no equivalent requirements in the case of media companies holding a stake in the company which is being covered.

    “Sebi took up with the Press Council of India its concerns on practice of many media groups entering into agreements, such as ‘private treaties’, with companies. Typically, such arrangements are with companies which are listed or which propose to come out with public offerings. These, in general, entail a company giving a stake (shares, warrants, bonds etc) in return for media coverage through advertisements, news reports, advertorials etc in the print or electronic media,” the regulator stated.

    This might consequently compromise the nature, quality and content of news and editorials relating to such companies, it added. “Needless to say, biased and motivated dissemination of information, guided by commercial considerations, can potentially mislead investors in the securities market. Such journalism would not be in the interest of securities market,” Sebi said.

    Stating that the PCI, at its meeting on February 22, had accepted the Sebi suggestions, the statement said the media houses would also have to disclose mandatorily the arrangements under which they have a ( controllier ) nominee on the board of company, any management control or other details about any potential conflict of interest.

    The PCI, in a statement earlier this month, had listed out Sebi’s suggestions and said the market regulator had expressed concerns over private secret treaties entered into by many media houses with listed companies or those planning public offers. Subsequently, the PCI had issued guidelines to media houses about such disclosures.

    NEW DELHI: Gujarat has topped the list of 35 states and union territories in providing maximum number of job placements through employment exchanges, accounting for 5.50 lakh of the 8.30 lakh job offers facilitated by the government agency.

    Labour minister Mallikarjun Kharge told Rajya Sabha in response to a question that in the three years — from 2007 to 2009 — Gujarat had managed to place 1,78,000, 2,17,000 and 1,53,000 workers, respectively, through employment exchanges.

    None of the states were in the striking distance. The second best, however, was Maharashtra that had managed to place nearly 8,000 in 2007; 11,000 in 2008 and 24,000 in 2009. Tamil Nadu, Kerala, Uttar Pradesh were among other states in that order that had made some contribution along with Maharashtra.

    An important agency before private enterprises replaced the public sector as the favoured employer, employment exchanges have lost their sheen in the post-liberalisation phase. They, however, still remain an important mechanism for lower-category government jobs.

    What is surprising is that all these states had a long list of applicants, who had registered with the employment exchanges with different vocational capabilities.

    Though Left-ruled West Bengal and Kerala were among the top five states that had highest number of people registered with employment exchanges, their placement records remained dismal.

    In West Bengal, 64,00,000 were registered with employment exchange as on May 31, 2010 while the figure for Kerala — that was third on the list of highest unemployed — was 30,14,000. Tamil Nadu came second, with 55,65,000 unemployed.

    Across the country, the total number of job seekers registered with employment exchanges as on May 31, 2010 were around 3.80 crore. Maharashtra, UP, Andhra Pradesh, Madhya Pradesh, Assam, Chhattisgarh and Haryana were among the top 10 states with highest registered unemployed.

    Gujarat’s contribution to providing employment is commendable as what placements we see through employment exchanges is only a fraction of the actual scenario. In many of the organised and unorganised sectors that constitute for most of the employments, job seekers approach directly avoiding the employment exchanges.

    This also reflects in Gujarat per capita income, at $833 it is higher than the national average of $627 as per the 2005-06 data. In the past few years, the state has significantly added its manufacturing capability which alone accounts for highest employment.

    Mr. Modi is excellent – a rare combination of work and management efficiency, a rare combination of religious, moral, and political rightness, and a rare combination of honesty, integrity, and goodwill for common people. I think wordy praise may not justify the good work of such a leader.

    I wish leaders from BJP and other political parties truthfully follow him in order to maintain their political careers and for the betterment of Indian people.

    I still wonder, why Congress is still having power in our country despite shameless corruption issues, despite failure in providing internal and external securities, despite inefficient developmental progress, despite heavy inflation, despite poverty, unemployment and hunger of Crores of people!

    Can it be our political, constitutional, and legal system?
    Can it be malice success of foreign nationals seeking treacherous people and practices, such as EVM?
    Can it be our ignorance or innocence?
    Can it be our weakness on the name of virtue of tolerance and non-violence?
    Can it be our division created on the name of religions, castes, and classes?
    Can it be our sense of insecurity and selfishness leading to comfortable corruption practices? Can it be our apathy for voting rights?

    I think, in long run, we must radically improve our many decades old – political, constitutional, and legal system for the benefit of common Indian people.
