Consult states for Climate change policy: Modi writes PM

C.M’s message on climate change
Gujarat Chief Minister Narendra Modi today wrote a letter to Prime Minister expressing his concern over the stand to be taken by India in the Copenhagen Summit on Climate Change. He quoted that Shri Jayaram Ramesh, MOS Forest & Environment has referred to an analysis by the Planning Commission of India based on which India is likely to commit reduction in carbon intensity to the extent of 25% up to the year 2020.
Modi pointed out to the Prime Minister that majority of the activities in relation to reduction in the carbon emissions are directly linked to State Governments. It will have a major impact on Energy sector, Industrial sector, Agricultural sector and Urban sector. Any announcement in the Climate Change policy matters will have long term impact on various developmental activities initiated by the State Governments. The Chief Minister requested the Prime Minister that State Government should be actively involved in preparation for any policy frame-work with reference to emission standards since it will have major impact not only on the development activities but also on the future of Five Year Plans of the country. The country needs an integrated strategy on Climate Change which needs open discussions with the State Governments.
The Chief Minister also requested the Prime Minister to make available to the States the Analysis Report prepared by Planning Commission based upon which Government of India is likely to make announcement in the Copenhagen. At the same time Mr. Modi assured the Prime Minister that challenges of Climate Change has been accorded high priority by his government and he has created a separate department of Climate Change directly under his supervision. But, his major concern was that the State Governments are being left out of the consultation while evolving Climate Change Policy may hamper developmental agenda of the States covering a number of areas with the direct burden on individual citizens.

Very good initiative by a CM. Yes we are a federal country and the public has yielded all authority to the Center, however we are a democratic country as well. And every state has a right to be part of agreement that affects them.
The goondaraj Kangress has been known to impose on our own state subjects by succumbing to the external forces be it KGB, Italy, or Jamaat-e-Hind.
Such imposition policy carried by the goondaraj Kangress party and the likes of Vaghela cowards, has lead to wide scale violence in the country and thoroughly exploited by the terrorist elements.
The UPA II has been found weak kneed and compromising our future at every opportunity.
The entire political class of goondaraj Kangress in the current administration are presently bypassing our experienced experts and able negotiators on every forum. Our youths are being dragged back to the days of arbitrary whims and hidden agendas. By playing to the gallery of divisive forces, the goondaraj Kangress is doing great harm to our country and withering away the monumental (collective) gains made through leverage of a super power synergy as created by Sardar Patelji under the blessings of Maa Bhaaratee.
Why are the english tabloids not publishing this V.Imp letter aptly put forth by AdarNiya Modiji saheb? beats me.

Please let me allow to deviate on another point. Today media is diverting the attention of People on Telangana issue. The current Points to be discussion should be Climate Change, Inflation (Rising Rates of Food), Developments, Madhukoda’s Scam, Swiss Bank Black Money etc).
Now, I am coming to my points on this article:
I agree with Hon’ble CM’s argument that the States should be taken in confidence at the time of Preparatino of any Policy on Climate Change. Perhaps, Gujarat is the only state in Asia, to have separate Department for Environment and Climate Change. It shows the touchabiity and careness of Shri Modiji towards Climate. I also appreciate his new concept of “GREEN CREDITS” instead of “Carbon Credit”, as Carbon Credit fails to control Polution and Global Warming impacts. Carbon Credit only balance the money between Pollution makers.
I urge Modiji, to start ‘Tree Plantation’ by each and every student in Gujarat. It will really help the climate.

Gujarat has a better case as far as climate change is concerned….We have more or less balance climate…
