Narendra Modi inaugurates CCTV surveillance network in Surat

Gujarat Chief Minister Shri Narendra Modi today inaugurated the closed-circuit television(CCTV) camera surveillance network of the Surat police. The ‘Safe City Surat’ project is being implemented in three phases, and targets to establish a network of 5000 CCTV cameras at 500 locations. The project covers 200 km radius of Surat city.

The first phase (inaugurated today) covers the entry and exit points of Surat city, important traffic junctions, bus station, railway station, public places, markets, and other core and sensitive areas. Such spots are selected after a survey by private agency. The first phase involves 104 CCTV cameras that are installed at a cost of around Rs 10.50 crore. Of them 95 are fix cameras with 36X zoom power. Rest are moving cameras that can cover 360 degree view. The cameras can take photographs and police will be therefore able to issue e-chalans to offenders. The cameras are temper proof, provide clear vision and have a range of 1200-1500 meter.The first phase has been completed in around four months time.

The Command and Control room is powered by battery in case of power failure. Footage of all cameras will be screened at the command and control centre at police bhawan over 280 square ft world-class high definition video wall. Footage of all cameras will be stored for 30 days. The data room has been protected against fire, power failure and software failure. The command centre has server and storage capacity of 240 TB which can be raised as the need arises. The project also includes 2D city mapping that provides reports on physical security, fire alarm, water levels, excavation plan and disaster recovery, among others.

Surat is probably the first city in India to have such project based on the Public Private Partnership model. City’s textile and diamond traders, builders, corporate houses and Traffic Education trust played major role in this project which is a brainchild of city Police Commissioner Asthana. Reliance Industries, Essar, L&T and others have contributed Rs 8 crore for the project. The Surat Municipal Corporation contributed Rs 2 crore. The rest of the funds are contributed by the state Home department.

Chief Minister’s journey from Surat airport to various places in city was recorded by the Command and control center and he was shown the glimpses of that footage.

Inaugurating the project, the Chief Minister said this initiative will show direction to the country. He said the proejct will also give new strenth to the justice system and will inspire other cities of Gujarat.

The Chief Minister congratulated Surat police for adopting not only three P model of Public Private Partnership but four P formula of Peoples Public Private Partnership.

The CM pointed out that such project is actually taking place because the state ensures 24 hours power supply and an optical fiber network well planned in advance.

He said that this project can also be helpful to local civic authority.

The police commissioner thanked all those involved in this public private partnership project. He thanked Vir Narmad South Gujarat University’s Computer Science department head Dr. Apurv Desai for his technical support, Chamber of Commerce’s Kamlesh Yagnik, Computer expert Dipen Jagiwala, Mr. Joseph Innovative telecom and software private limited, RK Infratel Limited’s Rajesndra Sheth who has offered OFC network for first year for free, and for next four years at negligible rates.
