The Government of Gujarat has organized fifth Chintan Shibir for two days at Gandhinagar in which Gujarat’s ministers, secretaries, department heads, Municipal commissioners, collectors and district development officers are participating.

As media is not invited/allowed to cover Chintan Shibir, state’s information department circulated a single photograph of shibir’s first day on Friday evening.

Here we have picked, joined and put together some interesting pockets of that large photograph where it seems some of the participants(including R&B minister Anandiben Patel, IAS officer Vipul Mitra, Chief Minister’s Electronic media PRO Shri Dhirenbhai Avashia) are dozing off. We don’t know who was actually dozing and whose eyes were accidentally closed when camera’s flash sparked, or who was not dozing but listening the talks with closed eyes.
