Gujarat Chief Minister Narendra Modi on Wednesday evening alleged that Congress has given his ‘supari’ (contract) to CBI to politically finish him and stop the progress of Gujarat.
“Congress cannot digest the progress made by Gujarat and that is the reason they have given `supari’ to CBI to finish Modi and stop the progress of state,” Modi said at a function of Ahmedabad Municipal Corporation (AMC) here.
“I am confident that people of Gujarat will give a reply. Congress under former Prime Minister Indira Gandhi imposed emergency and people of Gujarat gave a befitting reply,” Modi said.
“Congress leaders who are using the power of CBI, should understand that people of Gujarat will give a reply to them this time also,” Modi said.
“Nobody can stop Gujarat’s progress. Common man wants peace and security. There has been peace in the last 10 years because of the efforts of the people and police of the state,” Modi said.
“Due to the peace we have been able to make rapid progress. But some elements are trying to destabilise this peace,” Modi said.
Modi also criticised the Central Government over reported corruption in the organisation of Common Wealth Games.
“Corruption of crores of rupees have been done in the common wealth games, but those ruling in Delhi are not worried about it,” Modi said.
He said in the last five years the AMC has spent crore of rupees for improving the infrastructure of Ahmedabad.
Total money spent in Ahmedabad during the last five years is more than what was spent during the earlier 50 years by the AMC.

Ukhrul | May 23 : The manipulative use of Electronic Voting Machines in India has come to the fore after an investigation has revealed how trickery was employed to stage-manage results of Manipur’s 44 Ukhrul Assembly Constituency during the assembly elections in 2007.
Ukhrul’s Deputy Commissioner, N Ashok Kumar, has confided that the machines used for the 2009 Lok Sabha elections were not the same ones used in the 2007 assembly elections.
“No, the same machines (of 2007) were not used in 2009,” Kumar told this writer.
Reliable sources have confirmed that the EVMs are currently kept in a strong room in the police station at Ukhrul District Hq, and that data in them are still intact. The Election Commission of India had barred the use of the machines for the 2009 parliamentary elections. They are in the centre of a controversy. Most of the electorate too seems to be unaware that the EVMs are in safe custody under lock and key at the police strong room.
The reliability of EVMs has been repeatedly challenged over the past couple of years, with campaigns led by political stalwarts such as L K Advani.
A strong charge was made by the Manipur Naga Revolutionary Front (MNRF), a rebel group based in the hills of Manipur in this regard. Late last month the MNRF had, in local newspapers of Manipur, stated that Electronic Voting Machines (EVMs) of 44 Ukhrul Constituency in 2007 were tampered with after former Deputy Commissioner Pankaj Kumar Pal – a tainted bureaucrat accused of involvement in the killing of SDO, Dr. Kishen, and two others – had orchestrated the entire exercise. Intelligence sources, too, are apprehensive that a larger and darker conspiracy lurks behind this issue, with multiple stakeholders involved
The results were tampered with between February 8 and 27, 2007, the dates between polling and counting. The fact that 10 EVMs were brought to the residence of the then DC, Pankaj Kumar Pal, during this period, is now an open secret.
The Times of India edition of May 21, 2010, carries an article – Tamper-proof? Scientists show EVMs can be hacked – In the article, Deputy Election Commissioner Alok Shukla’s assertion that, ‘… nobody can open the machine without breaking the seals’, still relies on the assumption that ‘election insiders’ can be trusted. But researchers said the paper and wax seals can easily be replicated.
A study of the report of the Expert Committee, September 2006, constituted by the Election Commission of India, headed by Professor P.V. Indiresan, confirms that the new and improved Indian machines have reached a milestone in the history of electronic voting.
However, it is ironical that the credibility of these sophisticated improvisations necessarily depend on the integrity of the Election Officials, which in this case has been found wanting.
Perhaps it’s time to revert to the Ballot Paper of yesteryear.

BJP should open up its primaries, though. Instead of leadership picking who gets ticket, it should let people register themselves as candidates and allow BJP workers in that district elect the candidate. May be party leaders can be allowed to vote there, but people of the district should have the first say and should be picking the candidate for most part. India’s Electronic Voting Machines Proven Insecure
In a collaborative study, a team of Indian and international experts have revealed that the electronic voting machines used in Indian elections are vulnerable to fraud. Even brief access to the machines, known in India as EVMs, could allow criminals to alter election results.
These research findings are at odds with claims made by the Election Commission of India, the country’s highest election authority, which has maintained that weaknesses found in other electronic voting systems around the world do not apply to India’s EVMs. Less than a year ago, it stated: “Today, the Commission once again completely reaffirms its faith in the infallibility of the EVMs. These are fully tamper-proof, as ever.” [1] As recently as two days ago, the Chief Election Commissioner described electronic voting machines as “perfect” and claimed that “till today, no individual could prove that the EVMs used by the EC can be tampered with.” [2]
Almost the entire population of India votes on electronic voting machines. There are around 1.4 million of the machines in use, all of the controversial “Direct Recording Electronic” (DRE) variety. Such machines record the votes only to internal memory and provide no paper records for later inspection or recount. With DREs, absolute trust is placed in the hardware and software of the voting machines. Paperless electronic voting systems have been criticized globally and more and more countries and US states are abandoning such systems altogether.
In a video released today, the researchers show two demonstration attacks against a real Indian EVM. One attack involves replacing a small part of the machine with a look-alike component that can be silently instructed to steal a percentage of the votes in favor of a chosen candidate. These instructions can be sent wirelessly from a mobile phone. Another attack uses a pocket-sized device to change the votes stored in the EVM between the election and the public counting session (which in India can be weeks later).
This study was performed by researchers at NetIndia, (P)Ltd., in Hyderabad, the University of Michigan in the United States, and at a non-profit in the Netherlands that specializes in electronic voting related issues.
The researchers were also surprised to find that the vote-counting software in the EVMs is programmed into so-called “mask programmed microcontrollers,” which do not allow the software to be read out and verified. Because these chips are made in the US and Japan, this has led to a situation in which nobody in India knows for sure what software is in these machines or whether it counts votes accurately.
Hari Prasad is a computer engineer and managing director of NetIndia, a Hyderabad-based technology firm. Prasad organized the study and says the findings are the culmination of a seven month investigation. “Everywhere I looked there were more security problems. I am glad that with the presentation of this work, the debate over whether India’s EVMs are secure is over. We need to look forward now. India deserves a transparent election process, which these machines simply cannot deliver.”
Rop Gonggrijp, a security researcher from the Netherlands, also took part in the study. Says Gonggrijp: “Never mind what election officials say, this research once again shows that the longstanding scientific consensus holds true—DRE voting machines are fundamentally vulnerable. Such machines have already been abandoned in Ireland, the Netherlands, Germany, Florida and many other places. India should follow suit.”
Gonggrijp continues: “In order to have any transparency in elections, you need to have votes on paper. Computers can be programmed to count votes honestly, but since nobody can watch them, they might just as easily be programmed to count dishonestly. How is the voter supposed to tell the difference?”
Professor J. Alex Halderman of the University of Michigan helped develop the new attacks along with his students. “Almost every component of this system could be attacked to manipulate election results,” says Dr. Halderman. “This proves, once again, that the paperless class of voting systems has intrinsic security problems. It is hard to envision systems like this being used responsibly in elections.”

Two days after a seemingly innocuous announcement by the Hyderabad police of the arrest of a software engineer on charges of‘stealing’ an electronic voting machine (EVM) from Mumbai, the case of Hari Prasad seems all set to give the Election Commission (EC) sleepless nights.
VeTA (Citizens for Verifiability, Transparency and Accountability in Elections), the NGO for which Prasad was working as technical coordinator, has called the arrest a witch-hunt by the EC even as opposition parties renewed calls for an all-party meet to discuss electronic voting.
The incident has also caught the attention of the world media, with many experts questioning the EC’s reaction to criticism.
Hari Prasad was part of a three-member global team that sought to prove that EVMs had their flaws.
The team needed an EVM for testing, but the Election Commission alarmed at the possible exposer to misdeeds by Pravin Chawla, did not help efforts by firmly failing to provide machines.
The team nevertheless managed to procure one, and that is why he was accused of stealing one from Mumbai.
“From the last conversation I had with him, Hari is staying strong. They are putting pressure on him, but he has not revealed the name of the source who supplied it (the EVM),” said Alex Halderman, assistant professor of computer science at the University of Michigan and one of the world’s foremost specialists on voting machine security.
Halderman had teamed up with Prasad and Dutch hacker Robert Valentijn Gonggrijp earlier this year on the invitation of an NRI association called ‘Save Indian Democracy’ and VeTA to examine the possibility of misusing electronic voting machines (EVM) in India.
Soon after last year’s national elections, the Election Commission had publicly challenged anyone to prove that EVMs could be hacked.
To their dismay, the trio found that the Commission was in no mood to give them one of the 1.3 million EVMs for testing, until an anonymous source supplied them with one.
According to the Maharashtra police who are interrogating Hari Prasad, the machine was stolen from the godown at Old Customs House in Mumbai. Hari was arrested on Saturday, soon after he gave a live demonstration of how EVMs could be pre-programmed to favour one candidate or party.
“This is a case where the police action is obviously politically motivated. It is an attempt to intimidate us,” Halderman says.
According to Halderman, the Indian EVM is no more tamperproof than any other machine invented by man and can be manipulated either before the election or after it, prior to counting. Indeed, the trio has demonstrated how equipment worth a few hundred dollars can be used to set up the EVMs to start favouring one candidate when the voting is on, or change the stored results after the elections.
“It may have been a great device when it was invented in the 1980s.. But technology has come so far ahead that there is no way to establish the confidence that the machines are behaving correctly,” says the professor.
“There probably are a million people in India who can do it,” he says, if they can have access to the EVMs before or after the elections.
While paper ballots too may be tampered with, especially after the elections, they are impossible to be tampered with during the months or years that pass between one election and another.
“In the last five years, many countries have moved away from electronic voting after these security threats have been exposed,” he added.
Meanwhile, the opposition too highlighted the issue in Parliament on Wednesday, including the arrest. Some 13 party heads had submitted a request with the Election Commission in June to call an all-party meet to discuss security issues around the EVMs.
“We are deeply concerned about the repeated apprehensions about possible EVM malfunction. Instead of arresting, the EC ought to have heard the matter and examined it,” said BJP spokesperson Ravi Shankar Prasad.
“The government is in a state of denial on the basic problems we are raising about the EVMs,” commented CPI(M) leader Brinda Karat.
In an official statement, the Election Commission defended Prasad’s arrest.
“While the Commission has every respect for technologists and is always open to suggestions for improvement in the voting system, it cannot overlook any illegal act, especially the theft of a public property like the EVM given in its custody for conduct of elections,” it said, adding that the police was carrying out its own investigation independent of the Commission.
VeTA president and election expert GVL Rao, however, contested the stand. “This is not the first time that an EVM has gone missing from the ECI (several dozen EVMs were stolen in the past according to ECI’s own response) but never in the past was such drastic action taken,” he said, adding that by its own confession, the Commission found out about the missing device only after it was shown on TV.
“This brings out the shocking reality that the EVMs are completely unsafe in their custody,” he added.

Janata Party President and former union law minister Dr Subramanian Swamy today strongly condemned the arrest and remand sought by the Maharashtra police of Mr. Hari Prasad, a software engineer from Hyderabad, on the bogus charge of having stolen an electronic voting machine (EVM).
He said that Mr. Hari Prasad had accompanied him to the Election Commission on September 3, 2009 to help demonstrate that the EVMs can be rigged contrary to the boast of the then Chief Election Commissioner Mr. Navin Chawla.
In these proceedings which were videotaped by the Election Commission, Mr. Prasad came very close to demonstrating that the EVMs can be easily rigged to favour one political party or another.
The Election Commission aborted the meeting at that stage and said that they needed further permission from the then Chief Election Commissioner Mr. Navin Chawla to continue, but assured them that they will fix another date soon.
However, he deplored that till now no such date has been fixed no such date has been fixed.
In the meantime, he said his Writ Petition on the tamperability of the EVMs is being heard by the Delhi High Court. The next date of hearing is August 25, 2010.
He felt taht the Maharashtra police have obviously acted on instructions from the Election Commission of India to arrest Hari Prasad.
He lamented that the charge that the electronic voting machine was stolen is absurd because no elections were going at that stage nor was this machine obtained during an election period.
Therefore, Dr Swamy demanded that the Union Law Minister must now intervene and see that Mr. Hari Prasad is set free immediately.
Moreover, he said that Mr. Prasad along with Mr. V.V. Rao had obtained directions from the Supreme Court of India to the Election Commission to consider their various points that they were making in their Writ Petition on EVMs riggability.
