December 20, 2024
Gandhinagar: As of today, a total of 7,989 health institutions in the state have completed permanent registration under the Clinical Establishment Act-2024, including 2,816 government institutions and 5,173 private health institutions, the Gujarat government announced. These include 6,536 allopathy, 543 Ayurveda hospitals, 910 homeopathy clinics, 77 dental clinics, and 108 ESIC hospitals. Of these, 7,607 hospitals with fewer than 50 beds and 326 hospitals with more than 50 beds have registered under this Act.
All health institutions in the state must complete their registration under the Clinical Establishment Act-2024 by March 12, 2025. Online registration can be done through the portal https://clinicalestablishment.gipl.in/. Institutions failing to register within the stipulated time will face financial penalties and legal consequences. Health establishments operating without a certificate may face fines up to Rs. 5 lakh, along with the possibility of being sealed.
Establishing a digital registry of clinical establishments at the national, state, and district levels is crucial. The registration system aims to curb unethical practices by unqualified practitioners, which is why registration of all health institutions in the state is mandatory.
The enforcement of this Act will effectively regulate treatment methods and improve the quality of health services through stakeholder participation and better practices. Under this law, registration is compulsory, and only approved medical practices are permitted, which will improve the management of emergency health situations and registration.
All government, private, and trust-run health institutions must register under this Act. Registration is also mandatory for clinics providing any therapeutic and diagnostic services, including those offering allopathy, Ayurveda, homeopathy, Siddha, and Unani services.
Under this Act, health institutions, including clinics, consulting rooms, polyclinics, and hospitals with 15 to 100 beds, must register in stages based on the number of beds. Additionally, standalone labs and other diagnostic units must also register by paying the prescribed fee.
Institutions providing health services in the categories listed above must obtain the necessary certificates for temporary or permanent online registration. Failure to do so can result in fines ranging from Rs. 10,000 to Rs. 5 lakh, and the institution may even be sealed.
It is important to note that this Act applies to any hospital, maternity home, nursing home, dispensary, clinic, or sanatorium providing necessary medical services for diagnosis, treatment, or care for illness, injury, physical disability, or pregnancy, using any recognized medical method. This also includes laboratories or other medical units providing pathological, bacteriological, genetic, radiological, chemical, biological, or other diagnostic services under government or private ownership.
The Gujarat Clinical Establishment (Registration and Regulation) Act was published in the Gazette on May 22, 2021, and came into effect across the state on September 13, 2022. The rules and regulations under the Act were published in the Gazette on March 13, 2024, and are now in effect. DeshGujarat
